UN Commission on Narcotic Drugs meets in Vienna, devoted to assessing the effectiveness of controlling the spread of drugs in the past 10 years.
The conference will also discuss an international strategy to combat drugs in the coming decade.
Representatives of the UN Office for the fight against drugs and crime (UNODC) believe that the organization was able to make progress. The Office notes that the number of people who use drugs, remains in the past few years at a stable level of 5% of the total world population.
But critics argue that the strategy of UNODC failure and contributes to the growth of organized crime and violence in developing countries. In the EU report, presented to the Vienna meeting, said that international policy on drugs was simply ineffective.
UNODC head Antonio Maria Costa admitted that one of the consequences of current control strategies for the spread of drugs has been the growth of organized crime.
Costa noted that waiting for a response from the participants of the conference on the issue of control of the Mafia and other forms of organized crime that begins to destroy the entire country “.
The drug problem requires comprehensive solutions and affect change in health policy, law enforcement, and addressing international relations. This means that each country will decide the question of control over the distribution of drugs in different ways.
Some countries in Europe and Latin America want to focus on education and treatment of drug addiction.
Other countries, including the U.S. and Russia , leaning towards a more rigid approach to combat people who are buying drugs or growing raw materials for their production.
